{"id":235,"date":"2021-07-19T14:00:00","date_gmt":"2021-07-19T13:00:00","guid":{"rendered":"https:\/\/www.sterling-insurance.co.uk\/blog\/?p=235"},"modified":"2026-05-27T11:44:43","modified_gmt":"2026-05-27T10:44:43","slug":"driving-test-stats","status":"publish","type":"post","link":"https:\/\/www.sterling-insurance.co.uk/blog\/learner\/driving-test-stats\/","title":{"rendered":"Number of driving tests taken in 2020-21 fall by half because of lockdown"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Most people won\u2019t be surprised to learn that the number of people taking their theory and practical tests were cut dramatically as a result of the coronavirus lockdown. In this blog, we take a look back at the last year to find out just how big of an impact the pandemic had on those taking their driving test, as well as the implications this could have for people learning to drive now.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-how-many-people-took-their-driving-test-and-how-does-this-compare-to-last-year\">How many people took their driving test and how does this compare to last year?<\/h2>\n\n\n\n<figure class=\"wp-block-image aligncenter size-large\"><img decoding=\"async\" src=\"https:\/\/sterling-wordpress.s3.amazonaws.com\/uploads\/2021\/07\/driving-test-theory-1024x731.jpg\" alt=\"Theory test book from the DVSA\" class=\"wp-image-20999\"\/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">The number of people who took their theory test in 2020-21 fell to 891,279, according to <a href=\"https:\/\/www.gov.uk\/government\/statistics\/driver-and-rider-testing-and-instructor-statistics-april-2020-to-march-2021\/driver-and-rider-testing-and-instructor-statistics-april-2020-to-march-2021\">new data from the government<\/a>. To put this into perspective, 1,865,740 people took their test in 2019-20. This is a difference of 974,461, which is a 52% decrease in theory tests.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Likewise, just 436,044 practical tests were taken in 2020-21, whereas 1,599,566 tests were taken the year before. This is a massive change \u2013 a difference of 1,163,522, which is the equivalent of a reduction of 72.7%.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-the-impact-of-lockdown-on-learner-drivers\">The impact of lockdown on learner drivers<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The lockdowns have put a <a href=\"https:\/\/www.bbc.co.uk\/news\/uk-england-56795109\">serious dent in learner driver confidence<\/a>. This, in turn, has affected how readily learners will return to the world of driving now that they are able.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Of course, for every learner driver fearful to take to the road again, there is another wanting to get back to driving as soon as possible. Unfortunately, the number of people turning 17 hasn\u2019t slowed in the meantime, which has resulted in a massive backlog of people wanting to learn to drive or take their test. But with driving instructor shortages and not enough examiners to meet demand, <a href=\"https:\/\/www.sterling-insurance.co.uk\/blog\/learner\/testing-time-as-driving-lessons-get-the-green-light\/\">getting time on the road <\/a>as a learner driver has proved tricky for some.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In March 2021, the Chief Executive of the DVSA announced that there was a backlog of <a href=\"https:\/\/www.gov.uk\/government\/publications\/coronavirus-covid-19-letter-from-dvsa-chief-executive-to-driver-and-rider-trainers-about-restart-and-recovery-of-services\/letter-from-dvsa-chief-executive-to-approved-driving-instructors-about-restart-and-recovery-of-services\">420,000 people waiting to take their driving test<\/a>. According to the Executive, the DVSA is working to combat this by recruiting more examiners. So far, they have received over 5,000 applications, so it\u2019s possible that once more examiners are hired, this will help increase the number of tests taken, which will in turn reduce the backlog of people waiting to take their test.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The DVSA has also announced that they are adding 20,000 extra driving test appointments each month in a bid to reduce the number of people waiting to take their test.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-will-this-help-reduce-the-backlog-of-learner-drivers-waiting-to-take-their-test\">Will this help reduce the backlog of learner drivers waiting to take their test?<\/h2>\n\n\n\n<figure class=\"wp-block-image aligncenter size-large\"><img decoding=\"async\" src=\"https:\/\/sterling-wordpress.s3.amazonaws.com\/uploads\/2021\/07\/driving-test-1-1024x731.jpg\" alt=\"Learner driver driving car with supervisor's clipboard in view\" class=\"wp-image-20998\"\/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">If we are to assume that 20,000 more tests will be able to take place each month, the backlog of people will still not be wiped off the books in the next year. Over the next 12 months, the 20,000 extra tests will allow 240,000 people to take their test, which falls way short of the 420,000 people waiting.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This also doesn\u2019t take into account the number of people who fail their first driving test attempt. Thankfully, the DVSA are trying to combat this by encouraging learners to take their test only when they are confident that they\u2019ll pass.
